Andrew Bevan

Chief Executive Officer

Andrew is CEO of Catalyze4. Prior to being the Liberal National Campaign Co-Director in the 2025 election campaign, he was Chief of Staff to the Minister of Finance and Deputy Prime Minister, and Senior Advisor to the Prime Minister of Canada.

Before returning to government in 2023, he was in the private sector for five years as Executive Vice President of the Fakih Group, VP of Canadian Pathway Inc., and Executive Advisor to Mohamad Fakih, Founder of Paramount Fine Foods.

His career in public service began in 1993 with federal Member of Parliament John Godfrey. In 2004, Andrew was named Chief of Staff to Canada’s Minister of State for Infrastructure and Communities.

In 2007, Andrew went on to serve as Chief of Staff and, subsequently, Principal Secretary to the Leader of the Official Opposition in Ottawa, for two years before becoming the Executive Director of Sustainable Prosperity, the green economy think tank based at the University of Ottawa in 2009.

Between 2011 and 2013 Andrew was Executive Director of the Canadian Boreal Forest Agreement Secretariat. Andrew served as Premier Kathleen Wynne’s Principal Secretary from when she took office in February 2013, and assumed the additional responsibilities of Chief of Staff in January 2016 until June 2018.

André Juneau

With over 35 years of leadership in the Government of Canada and extensive board and academic experience, André Juneau is a recognized authority on intergovernmental relations, public policy strategy and government decision-making.

A former deputy minister and CEO, he has delivered and advised on infrastructure, social policy, and governance at the highest levels, both nationally and internationally.

After serving as a deputy secretary to the Cabinet, as Canada’s first deputy minister of Infrastructure and Communities and as Canada’s resident director at the European Bank for Reconstruction and Development in London, André has continued to shape public administration as a board chair, university governor, and mentor to young scholars. His expertise bridges policy design and real-world implementation, helping organizations navigate complex stakeholder environments and deliver lasting impact, as interim CEO of the Windsor-Detroit Bridge Authority for example.

He holds degrees from the University of Ottawa and the New School for Social Research in New York City, and is fluently bilingual in French and English. He was awarded the Queen’s Jubilee Medal in 2012 for services to cities.

Anne McGrath

Anne has been actively involved in all levels of the NDP across the country, federally and provincially.

Anne was a leader in the negotiation and implementation of the 2022 Supply and Confidence Agreement that ushered in federal dental and pharmacare plans along with other ambitious initiatives.  As a key advisor to several NDP Leaders including as Chief of Staff to Jack Layton and Principal Secretary to Alberta Premier Rachel Notley she has led plans to initiate and deliver important government projects. 

As Jack Layton’s Chief of Staff, she is credited with professionalizing caucus operations and helping organize the party’s historic breakthrough to Official Opposition status in 2011. 

McGrath was a key member of Rachel Notley’s transition team when the Alberta NDP formed government in 2015 and was a trusted advisor to Premier Notley.

She was portrayed by Wendy Crewson in the 2013 CBC film “Jack: The Jack Layton Story”.

She is a frequent commentator in the national media and has been identified as an influential person in government and politics in Ottawa. 

Anne is a Board member of the Parliamentary Centre and a Fellow and Instructor in the Riddell Political Management Program at Carleton University. She holds degrees from the University of Ottawa, University of Alberta, and University of Calgary.

Brian Guest

Brian offers unparalleled expertise in government operations at every level—municipal, provincial, and federal. Before entering political life, he led the successful campaign by AgustaWestland to restore the Cormorant Search and Rescue helicopter fleet after its earlier cancellation by the federal government.

In the public sector, Brian played a pivotal role in reshaping local governance as a senior policy leader for the Regional Municipality of Ottawa-Carleton. He spearheaded the city’s amalgamation process and co-led the election campaign for Ottawa’s first mayor post-amalgamation. Nationally, he served as Deputy Principal Secretary to Prime Minister Paul Martin and as Director of Communication in the Department of Finance. During that time, he helped architect the New Deal for Cities—introducing transformative federal initiatives like HST rebates, gas tax transfers, and first of a kind grants for municipal infrastructure.

An early advocate for climate action, Brian led policy development on environmental issues, including the 2005 federal budget that Elizabeth May praised at the time as “the greenest in Canadian history.” He also helped steer two successful federal leadership campaigns, managing complex communications and convention operations for both Paul Martin and Stéphane Dion. In the private sector, Brian has advised CEOs across Canada’s green tech and sustainable transportation landscape. He is a recognized leader in infrastructure procurement, having shaped over $100 billion in major projects. From P3 templates to Design-Bid-Build and alliance models, Brian has pioneered innovative procurement mechanisms and resolved high-stakes, multi-billion-dollar disputes.

Known for his strategic thinking and ability to navigate complexity, Brian delivers high-impact results across public and private domains.

Chris O’Gorman

With over 25 years as a trusted consultant, executive coach, and talent development leader, Chris O’Gorman specializes in empowering leaders and teams to navigate complex, uncertain environments with resilience and purpose. As the founder of O’Gorman Consulting, he leads a focused practice dedicated to delivering practical, impactful solutions that foster thriving organizational cultures.

Prior to founding his consultancy, Chris served as Principal of Organizational Development at Payments Canada (2017–2025). His mission was to design and execute a talent strategy that engaged employees and built a pipeline of future leaders to support Payments Canada’s transformative vision of modernizing Canada’s payments infrastructure—the backbone of the nation’s financial system.

Before Payments Canada, Chris spent 15 years at Nokia Networks (2002–2017), where he held various global leadership roles in talent and organizational development. He developed programs aligning employee growth with business objectives and partneredwith client groups on leadership coaching, team development, change management,strategic planning, and execution—delivering measurable results in highly dynamic markets.

Chris has worked with organizations across the high-tech, non-profit, education, and public sectors, providing leadership development, team coaching, and strategic facilitation. His clients include industry leaders such as IntelCan, Terra 20, Harris Computer, Wabano Centre for Aboriginal Health, Embotics, March Networks, You.I TV, Bank & Vogue, Peak Sales Recruiting, CANARIE, and renowned academic institutions like Telfer and Rotman Schools of Management and Carleton University.

Known for designing practical, lasting solutions, Chris helps organizations build cultures of effectiveness, engagement, and profitability. An Adler-trained coach and a graduate of Carleton University (Honours in Sociology) and Concordia University (Master’s in Human Systems Intervention), he combines deep expertise with a pragmatic approach to leadership and organizational change.

David Brook

David is a Canadian policy innovator and strategist with over 20 years of experience supporting corporate, not-for-profit, and government organizations to: Develop and execute high-impact strategies, Identify and mitigate risk, and measure and optimize outcomes.

His core areas of practice include innovation, climate change, and domestic and global health. David also brings deep expertise in the broader development, analysis, and implementation of public policy. Throughout his career, David has helped design and implement strategies that have secured over $1.1 billion in public funding for Canadian organizations and companies.

Until June 2023, David served as Chief Strategy Officer at Grand Challenges Canada (GCC), an innovation for development organization primarily funded by the Government of Canada and other partners. More recently, David served as a Senior Advisor to Gilberts LLP, a leading Canadian law firm specializing in intellectual property and innovation.

David currently sits on the Board of Directors of Bruyère Health and the Bruyère Health Research Institute and is passionate about mentoring emerging leaders across the public, private, and social sectors. He collaborates closely with visionary organizations and individuals to help them realize their full potential and achieve their greatest impact.

David holds a Master’s degree in Political Economy and an Honours degree in Interdisciplinary Studies from Carleton University, as well as a Graduate Certificate in Dialogue, Deliberation, and Public Engagement from Fielding Graduate Institute.

Jean-Michel Picher

A veteran of presidential campaigns for John Kerry, Barack Obama, Bernie Sanders, Joe Biden and Kamala Harris, Jean-Michel is one of the Democratic Party’s top event producers.

Leading high-profile, live events on short notice, Jean-Michel relied on his abilities to balance complex interests, solve problems, build and manage large teams and to prioritize on the fly.

In Canada he worked in Paul Martin’s Prime Minister’s Office, for federal, provincial and Liberal leadership campaigns, advised Kathleen Wynne’s Premier’s office and represented the Obama White House on his visits to Canada.

Whether on the news, on the cover of the paper or in your social media feed, the odds are high you have seen his work. He holds a law degree and MBA from Western University and was called to the bar in Ontario in 2008.

Jim Pimblett

Jim has over two decades of consulting experience helping governments, the private sector, civil society, and Indigenous organizations work together on complex files. His clients have included ministries of health, global pharmaceutical and biotech firms, environmental organizations, First Nations, and the natural resources sector.

He served as a senior aide to Prime Minister Paul Martin and most recently led the government relations team at Johnson & Johnson Innovative Medicine in Canada. 

Jim is a graduate of Glendon College and the Smith School of Business at Queen’s University, and is based in Toronto, Ontario.

Jon Lomow

Jon Lomow is a multiple founder and entrepreneur who’s spent his career building ideas and organizations that go beyond the expected—creating new ways to tackle complex commercial, societal, and environmental problems.

He launched his first company in 2000, a communications firm that was acquired by Venture Communications in 2003. Over the next 15 years, Jon founded, led or advised a range of private companies and projects across sectors as varied as infrastructure, food, cleantech, fintech, and marketing—bringing both startup grit and strategic clarity to the table.

Today, he’s focused on one of Canada’s most urgent challenges: food sovereignty. As Founder & CEO of fieldless, a modern food and controlled-environment agriculture company, Jon has led the team in raising over $30 million to grow safe, sustainable Canadian food, year-round, in Canada.

Melissa Armstrong

Melissa is an expert in systems thinking, public policy, and human development. Melissa has helped to shape policy and systems change at several orders of government.

She was responsible for establishing and directing the largest transformation initiative at the City of Toronto: the Human Services Integration Project and was a member of the leadership team who collaborated on the corporate organizational development strategy which created and implemented ServiceOttawa at the City of Ottawa.

After working for 15 years in strategic policy, organizational development and business transformation, Melissa switched lanes to focus on individuals and teams as a coach and facilitator. Melissa has been running a private coaching practice since 2016. She has worked as a leadership coach in various sectors such as tech, finance, and government, and has coached hundreds of clients over thousands of hours.

Melissa uses her creative and analytic nature to design and facilitate courses and workshops on interpersonal conflict, emotional awareness, mindset, team dynamics, peer coaching, mindfulness, and the enneagram, to shift perspectives for lasting progress.

Rohit Gupta

Rohit Gupta is a highly accomplished public policy and finance professional, bringing over 30 years of experience in developing solutions for Canada’s most complex transactions.

As the managing partner of Harrington Place Advisors, he leads intricate negotiations between private companies and the public sector. His extensive expertise covers governance, strategic planning, and stakeholder engagement, which he draws upon to navigate the intersection of commerce and public interest.

Rohit’s career spans the highest levels of both government and corporate finance. He served as the Economic Policy Advisor to the Prime Minister as well as advising the Finance Minister of Canada on establishing the country's first-ever federal public-private partnership agency, P3 Canada. He has also advised government agencies such as Metrolinx, leading numerous complex commercial negotiations on their behalf. His private sector experience includes founding three start-ups and spending nearly a decade in mergers and acquisitions with Scotia Capitaland as a strategy consultant for Bain & Company.

Rohit holds a Master of Business Administration (with Distinction) from The WhartonSchool at the University of Pennsylvania and an Honours Bachelor of Arts in Economics from the University of Western Ontario.

Sharilyn Cyr

Sharilyn is a strategic leader with over 20 years of diverse expertise in business operations, HR, change management and training. Sharilyn has held pivotal roles in multiple high-tech startups, where she contributed to shaping organizational culture, scaling operations and implementing transformative business practices.

She has led numerous organizational development and design initiatives, including major organizational restructuring, design and delivery of training programs and served as a strategic advisor to executive teams.

Sharilyn also held several roles at Payments Canada from 2015-2024, most recently the Director of Change Management, Training, and Facilities, where she led the design and implementation of the enterprise change management function to support complex large-scale change initiatives (including delivery of Canada’s High Value Payment System – Lynx) and drive operational excellence

Sharilyn is a certified coach and facilitator specializing in fostering high-performance teams. She designs and delivers impactful coaching programs, facilitates team-building workshops, and leads strategic planning sessions to empower individuals and organizations to achieve their goals. By leveraging her deep understanding of personality dynamics using Enneagram in Business and Integrative Enneagram (iEQ9) tools, Sharilyn helps leaders unlock potential, strengthen relationships, and establish behavioral frameworks that drive long-term success.

Sharilyn holds certifications in change management, instructional design, and coaching. Her educational background includes business and leadership programs from the University of Ottawa, Queen’s School of Business, and Algonquin College, as well as advanced organizational development training through the International Gestalt iGOLD program.

Tim Welch

Tim is a dynamic business strategist and people leader with a proven ability to drive tactical execution of plans that achieve operations and sales results in highly competitive markets.

Most recently, he worked with a large public infrastructure client, assisting their Program Management and Capital teams with building common business services supports to improve business efficiency and effectiveness and their COVID response.

He was also tasked to build out processes, procedures and efficiencies for one of their largest capital projects, including change management support.

Throughout his career, Tim has provided positive business results to firms like Bell Canada, iSTAR Internet (an ancestor firm of Telus), CrossKeys Systems (a spinoff of Newbridge Networks in Ottawa) PC Docs / Fulcrum and Grand & Toy.

Across his 35-year career he has been known for his results orientation and organizational skills. Tim has a high tolerance to both stress and ambiguity and an excellent sense of humour. He is flexible, self-sufficient and adaptable. He communicates easily with a broad audience and helps bring out the best in those around him. Fluently bilingual, he has led large, multi-functional teams of operations, project management, sales and marketing and operations professionals to business success.
